The Environmental Services Modernisation Programme will cover waste and recycling, street cleansing, parks, grounds maintenance, enforcement and the council’s vehicle fleet.
Funding for 2026/27 will support an initial phase focused on leadership, financial control, health and safety, workforce support and performance information.
The council said neighbourhood work would continue alongside the changes. This includes cleaning town centres and main roads, tackling problem locations, environmental education, enforcement and improvements to parks and public spaces.
The programme aims to prevent recurring problems by using service data, local knowledge and residents’ feedback to identify issues earlier and decide where action is needed.
Councillor Barbara Bentham, lead member for neighbourhoods, environment and community safety, said, “We know that our residents want to see clean, safe and well cared-for streets and neighbourhoods, and they want issues dealt with before they become persistent.”
She added, “Whether it’s litter, fly-tipping, housing density or the way public spaces are used, we want to understand those differences better, listen to residents and focus action where it can have the greatest impact.”
A Salford Neighbourhood Environmental Outcomes Summit is planned for early 2027. Residents will join council staff, elected members, community organisations and academic partners to discuss environmental conditions across the city and help shape future improvements.
